Local Recovery Fund Spending

The City of New Haven received $115.8M through the Local Recovery Fund portion of the American Rescue Plan. The presentation below shows how the City and Board of Alders propose to use that money to help New Haven recover from the pandemic.

Livable Communities Initiative: Housing Assistance

 Local Recovery Fund Tranche 3

A third $53 Million tranche of spending was approved by the Board of Alders on August 1, 2022. This tranche focuses on a variety of initiatives:

Youth Engagement & Early Childhood — $10 million

  1. Extended Summer Camps

  2. Youth Centers

  3. Expanded Outdoor Ranger programs

I’m Home Initiative — $10 million

  1. Neighborhood Development Initiative

  2. Fair Housing Fund

Vocational & Technical Initiatives — $8 million

  1. Development of a strategic plan analyzing the current workforce forecast for greater New Haven relative to current programs; developing a new service delivery model with instructional focus areas.

Climate Emergency — $5 million

  1. Carbon Free Future Program

    1. Funds will be used for programs that will have demonstrated carbon and cost savings. Examples include energy efficiency measures for impacted or disproportionally impacted households residing in single-, two- and three-family buildings, non-carbon-based heating, cooling and insulating systems, demand responsive and smart metering systems and LED lighting.

    2. Specific funding to be set aside to train small construction contractors. Funding also will be used to support municipal government services through carbon reductions and cost savings initiatives, including municipally-owned assets, solar installations and rolling stock.

Public Health & Infrastructure — $6 million

  1. Funds to support ongoing investments in the New Haven Public Health Department related to coronavirus response, public health initiatives and general services. Examples include but not limited to funding for lead abatement and prevention program support; Healthy Homes campaign and equipment to support general regulatory functions.

  2. Programs and purchases include but not limited to Digital Food Thermometers, COVID-19 Sludge Monitoring, Municity, School Nurse Office Equipment, Workforce Development Plan and Training Program, Digitization of Lead Records, Lead Paint Analyzer, Lead Poisoning / Healthy Homes Supplies and Solid Waste Assessment

Local Recovery Fund Tranche 2

A second $12 Million tranche of spending was approved by the Board of Alders on December 22, 2021. This tranche focuses on public safety and technical administrative needs within the City of New Haven.

  • $3.8 Million for City Camera Project, consisting of 500 new public safety cameras

  • $3.5 Million for a new CAD/RMS

  • $1.2 Million to expand ShotSpotter for high crime areas over a four-year period

  • $600,000 for police overtime for increased police details focusing on quality of life concerns

  • $450,000 to build and maintain a new Police Department data center at 200 Wintergreen Ave

  • $400,000 for bonuses for police lateral hires from other Connecticut departments ($10k bonuses)

  • $400,000 to rebuild the Police Department’s existing data center

  • $350,000 on cyber-security upgrades for 1 Union Ave. and the municipal office building at 200 Orange St.

  • $300,000 to expand Wi-Fi access and capabilities for city-issued mobile phones and laptops

  • $150,000 for a new cyber-security asset management program through Axonious

  • $100,000 to replace equipment in Police Department CompStat center

Local Recovery Fund Tranche 1 — “Summer Reset” Programs

The first tranche of American Rescue Plan money has been committed to a series of programs meant to address immediate community needs and improve quality of life during the Summer 2021 and beyond. A total of $6.3 million is set aside for youth engagement, clean and safe programs, arts and culture and safe summer activities, and programming has already begun!

Highlight: Project Longevity

Project Longevity reaches out to reentry populations involved in past gun violence to support their needs. Assistance includes job searches, mental health assistance and getting ID’s.

What is the Civic Space?

Civic Space is a public forum for residents to share ideas about building resiliency and imagining recovery for the City of New Haven. The platform provides an opportunity for meaningful engagement with the community on the economic, social and emotional aspects through the following means:

  • In-person Community Conversations in the form of town halls and theme specific meetings

  • Collection of data from residents on the topics of equity, wealth and infrastructure through One-on-One conversations and Surveys to targeted stakeholders and community leaders. 

  • Providing access to existing Programs and Funding Opportunities via the Online Resource Portal and Knowledge Center which will include a calendar of events, videos, and virtual access to live stream events.

 

Take advantage of new grants for eligible businesses.

The American Rescue Plan Act established the Restaurant Revitalization Fund (RRF) to provide funding to help restaurants and other eligible businesses keep their doors open. This program provided restaurants with funding equal to their pandemic-related revenue loss up to $10 million per business. Check the link for additional information.

The Shuttered Venue Operators Grant (SVOG) program was established by the Economic Aid to Hard-Hit Small Businesses, Nonprofits, and Venues Act, and amended by the American Rescue Plan Act. The program included over $16 billion in grants to shuttered venues, and was administered by SBA’s Office of Disaster Assistance. Check the link for additional information.
